Plastic unfortunately. So far ALL ride-on toy vehicles we have found have plastic wheels. We are thinking about spraying rubberized grip on ours, but haven't done it yet. Wheels spin a lot.

Are the wheels on the Peg Perego Polaris Ranger rubber or plastic?

No it doesn't. I really wish it did. I think we are going to be able to add some though.

It does not come with seatbelts. I ordered parts
Peg Perego - Seatbelt Straps (MUCI1012GRN) and (MUCI1009GR) and it works great.

It takes a slight modification to get it to work. Not difficult.

No . The 24 v model does and holds bigger kids but about 600 more my 7y.o fits in this but older kids up to 10 will likely need the 24v size. About $900 online
